General of the Police of the Russian Federation Vladimir Alexandrovich Kolokoltsev was born on May 11, 1961 in Nizhny Lomov in the Penza Region. In 1982 he started his service at the Ministry of Internal Affairs (the MIA) in the militia division for security of foreign diplomatic missions accredited in Moscow.
In 1984 he was assigned to the position of Detached Battalion Platoon Leader of the Internal Affairs Administration of the Gagarin District Executive Committee in Moscow.
From 1985 to 1989 he studied in the USSR MIA Political Academy named after the 60 th anniversary of the All-Union Leninist Young Communist League. He took а full-time course and got a diploma in Law.
After graduation from the Academy, he returned to the Internal Affairs Division as a Criminal Investigation Officer of the MIA Administration of the Kuntsevo District Executive Committee in Moscow.
After that he was assigned to the position of Deputy Chief of the 20 th Militia Station in Moscow, and then Chief of the 8 th Militia Station in Moscow.
In 1992 Vladimir Kolokoltsev was assigned to the position of Senior Criminal Investigation Officer of Division 2 of the Criminal Investigation Administration of the Internal Affairs General Administration in Moscow.
In early 1993 he became Chief of the Militia Station 108 in Moscow.
Two years later he was assigned to the position of Chief of Criminal Investigation Division 2 of the Internal Affairs District Administration in the Moscow Central Administrative District.
In 1997 he was transferred to the Russian Ministry of Internal Affairs to the position of Chief of Regional Division 4 of the MIA Moscow Regional Administration.
Two years later he was assigned to the position of Chief of the Regional Operational and Investigative Bureau of the MIA Organized Crime Control General Administration in the Moscow South-Eastern Administrative District.
In 2001 he becomes Chief of Division 3 of the Operational and Investigative Bureau of the Russian MIA General Administration of the Central Federal District.
Then he was assigned to the position of Deputy Chief of the Operational and Investigative Bureau of the Russian MIA General Administration of the Central Federal District.
In 2007 he was assigned to the position of Chief of the Internal Affairs Administration in the Orel Region.
In April 2009 he was assigned to the position of First Deputy Chief of the MIA Criminal Investigation Department.
On September 7, 2009 Militia Major-General Vladimir Kolokoltsev was assigned to the position of Chief of the Internal Affairs General Administration in Moscow by a presidential decree.
On June 10, 2010 he was appointed to the special rank of Militia Lieutenant-General by a presidential decree.
On March 24, 2011 following his reattestation, he was assigned to the position of Chief of the Russian MIA General Administration in Moscow and was appointed to a special rank of Police Lieutenant-General by a presidential decree.
On May 21, 2012 Police Lieutenant-General Vladimir Kolokoltsev was assigned to the position of Minister of Internal Affairs by a decree of the President of the Russian Federation Vladimir Putin.
On June 12, 2013 Vladimir Alexandrovich Kolokoltsev was appointed to a special rank of Police Colonel-General by Presidential decree number 556.
On November 10, 2015 by the Decree of the President of the Russian Federation, Vladimir Alexandrovich Kolokoltsev was awarded the special rank «General of the Police of the Russian Federation».
Vladimir Kolokoltsev is married and has a son and a daughter.
He is a doctor of Law and has a title of the Honoured Employee of the Internal Affairs Administration. He has been awarded many state and department awards.
Police Colonel-General Aleksandr V. Gorovoy was born on July 31, 1960 in Tolstikhino village of the Uyar District, the Krasnoyarsk Territory in the family of employees. In 1977, at the place of birth, he graduated from the secondary school and the same year entered as a full-time student the Krasnoyarsk Polytechnic Institute, from which he graduated in 1982 with a specialization in «Mechanical engineer of vehicles and vehicles fleet».
Since October 1982 A.V. Gorovoy has been serving at the Ministry of Internal Affairs of Russia. He started his service in the position of a militiaman at a militia station in the town of Artyemyevsk, the Krasnoyarsk Territory. Gorovoy was appointed on October 23, 2010 to the position of Chief of the General Administration of Internal Affairs in the Stavropol Territory, and on March 29, 2011, within the framework of organizational and staff changes in the Ministry of Internal Affairs of Russia and based on the results of the extraordinary attestation, to the position of Chief of MIA General Administration in the Stavropol Territory.
On June 11, 2011 by the Decree of the President of the Russian Federation Aleksandr V. Gorovoy has been appointed First Deputy Minister of Internal Affairs of the Russian Federation.

In the period from 1995 to 2003 Andrey Khrapov made a career from an operative officer to deputy chief of the 2nd division (solving murders) of the Criminal Investigation Administration of the MIA General Administration for the city of Moscow. Then, for four years headed the 1st division (solving contract murders) of the Criminal Investigation Administration of the MIA General Administration for the city of Moscow.
On April 13, 2016 by a Presidential Decree № 183 “On the appointment of law enforcement officers of the Russian Federation” Police Major-General Andrey Ivanovich Khrapov was appointed Chief of the Main Directorate for drug control of the MIA of the Russian Federation.
A special rank of Police Lieutenant-General was assigned to Andrey Khrapov by Presidential Decree No.258 dated June 10, 2017.
On July 16, 2021, by Decree of the President of the Russian Federation No. 422, Police Lieutenant-General Andrey Ivanovich Khrapov was appointed Deputy Minister of Internal Affairs of the Russian Federation.
Police Colonel-General Vitaly Shulika was born in 1970 in Krasnodar.
In 1992 he graduated from the Krasnodar Higher Military School named after S.M.Shtemenko, specializing in “command tactical special communication; military and administrative management”, in 2000 – the Naval Academy named after N.G. Kuznetsov. He served in special communication divisions of the Navy.
Vitaly Shulika joined the police in 2009. Worked in the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia in the position of the Chief of the Division of technical protection of information.
In 2012, he held the position of Deputy chief of the “P” Administration of the MIA of Russia GA for Economic Security and Combating the Corruption. In October of the same year he was appointed Chief of the Administration for Operational Investigative Information of the MIA of Russia.
Special rank “Police Major-General” was awarded to him by the Decree of the President of the Russian Federation of February 21, 2014.
In December 2017, Vitaly Shulika was appointed Deputy Minister of Internal Affairs of the Russian Federation.

Major General of Justice Sergey N. Lebedev was born on November 2, 1976 in the city of Shatsk, Ryazan Region. In 1998 he graduated from the Ryazan Institute of Law and Economics of the Ministry of Internal Affairs of Russia with a degree in Jurisprudence.
After graduation, S.N. From 2005 to 2016, Sergey Nikolaevich served in various positions at the MIA of Russia GA for the Sverdlovsk Region; he went through all the steps of the career ladder starting with the position of Senior Investigator of the Division for Investigation of Crimes in the Field of Economics and Taxes of the Control and Methodological Administration and to the First Deputy Chief of the GA for Investigation of the MIA of Russia GA for the Sverdlovsk Region.
By the Decree of the President of the Russian Federation of May 3, 2018 No. 183, S.N. Lebedev was appointed Chief of the MIA of Russia Administration for the Ryazan Region.

Chernikov is a master of sports of the USSR in kettlebell lifting and candidate for master of sports in judo.

Since 1995, she worked at executive positions in the Passport and Visa Service of the internal affairs bodies.

In 2011, she became the Chief of the Administration for Citizenship Issues of the Russian Federal Migration Service.
On August 26, 2016, subject to Decree of the President of the Russian Federation No. 435, she was appointed the Deputy Chief of the Russian MIA General Administration for Migration Issues.
Pursuant to Decree of the President of the Russian Federation No. 537 dated November 10, 2017, she was awarded the special rank of Police Major-General.
On February 8, 2019 subject to Decree of the President of the Russian Federation No. 44, she was appointed the Chief of the Main Directorate for migration.

Vladimir L. Kubyshko was born on August 23, 1962 in Andizhan, the Uzbek Soviet Socialist Republic. Graduated from the Leningrad Higher Military and Political Academy of the Anti-Aircraft Defense, Academy for the Humanities of the Armed Forces of the Russian Federation.
Held different senior military posts in the Armed Forces till 1992.
In 1998 started his service in the Ministry of Internal Affairs as Deputy Personnel Chief at Novokosino Internal Affairs Division – Internal Affairs Administration of the Eastern Administrative District of Moscow.
Served at the MIA Main Personnel and Personnel Policy Directorate.

In May 2010 Vladimir L. Kubyshko was appointed Chief of the MIA Personnel Department by Presidential Decree.
On June 12, 2011 by Presidential Decree number 801 Vladimir L. Kubyshko was appointed Chief of the MIA Public Service and Personnel Department.

Aleksandr G. Avdeiko was born on October 9, 1958 in Yarmolintsy Village of the Khmelnitsky Region. Studied at secondary schools of Moscow and Petropavlovsk-Kamchatsky. In 1980 graduated from the Khabarovsk State Institute for Physical Education, then served at the Armed Forces, worked at the Kamchatsk Regional Council of Dynamo All-Union Physical and Sports Society, the District and Regional Committees of the All-Union Leninist Young Communist League in the Kamchatsk Region.
In 1987 started his service in the Ministry of Internal Affairs. After completion of Kiev Advanced Training of the USSR MIA in 1988 held different positions at the Internal Affairs Administration of the Kamchatsk Region Executive Committee. At the same time finished Khabarovsk Higher School of the USSR MIA in 1994.
In 1997 graduated with “gold medal” from the MIA Academy of Management. Aleksandr P. Gorelov was born in 1959 in the Tambov Region. He started his service in the Ministry of Internal Affairs as militiaman of a rapid response mechanized regiment of the Internal Affairs General Administration of the Moscow Executive Committee in 1980, immediately after army service. During the above period, staying on the service, graduated from the Jurisprudence Faculty of the All-Union Law Part-Time Institute.

Major-General of Internal Service Nikolai Nikolayevich Pilyugin was born on July 18, 1969 in the city of Ryazan. In 1987-1989 he served in the Armed Forces. In 1998 he graduated from the Ryazan Institute of Law and Economics of the MIA of Russia, majoring in “jurisprudence”.
In 1990, he entered the service of a militiaman of the patrol and inspection service at the Internal Affairs Division of the Zheleznodorozhny District Executive Committee of the city of Ryazan. From 1993 to 2000 he served in various units of the Criminal Investigation Administration of the Criminal Militia of the Internal Affairs Administration of the Ryazan Region.

Since May 2005, he served as the first deputy chief of the Internal Affairs Administration for the Kostroma Region, the chief of the criminal police.

On June 11, 2014 by the Decree of the President of the Russian Federation, Colonel of Justice S.A. Manakhov was awarded a special rank “Major General of Justice”.
On December 31, 2014, by the Decree of the President of the Russian Federation, Major General of Justice S.A. Manakhov was appointed Chief of the Administration for the Organization of Inquiry of the Ministry of Internal Affairs of Russia with the assignment of a special rank of “Major General of Police”.
During his service in the internal affairs bodies, Sergey Anatolyevich Manakhov received more than 70 awards, including state awards: the medal of the Order of Merit for the Fatherland, II degree (2007), the medal for excellence in maintaining public order (2017), as well as departmental awards of the Ministry of Internal Affairs of Russia.

Udovenko, Aleksandr Ivanovich was born on January 6, 1967 in the village of Levokumskoye, Levokumsky District, Stavropol Territory.
He graduated from the Stavropol Higher Military Aviation School of Pilots and Navigators named after Air Marshal V.A. Sudets and the Moscow Law Institute of the Ministry of Internal Affairs of Russia. He served in the units of the traffic police, police precinct units, and criminal investigation units. Over the years of service, Aleksandr Udovenko was awarded departmental awards.
In 2011, by the Decree of the President of the Russian Federation, he was appointed Minister of Internal Affairs for the Altai Republic, after which he was awarded the special rank of Major General of the Police.
In 2016, by the Decree of the President of the Russian Federation, he was appointed head of the MIA of Russia Administration for the Yamalo-Nenets Autonomous District.
By the Decree of the President of the Russian Federation of March 18, 2020 No. 189, Major-General of the Police Aleksandr Ivanovich Udovenko was appointed Chief of the Operational Administration of the Ministry of Internal Affairs of the Russian Federation.

Valery Vassilievich Kozhokar was born on April 15, 1963 in the city of Leningrad (St. Petersburg).
In 1987, after graduating from the Leningrad State University named after A.A. Zhdanov (St. Petersburg State University) joined the internal affairs bodies.
Starting his career as an investigator of a district unit, Valery Vassilievich Kozhokar was promoted to the position of deputy chief of the administration – Chief of the Investigation Administration of the Internal Affairs Administration for the Kalininsky District of the city of St. Petersburg.
In 2008 by the decree of the President of the Russian Federation Valery Vassilievich Kozhokar was appointed to the position of Chief of the MIA of Russia GA for the Central Federal District.
On April 14, 2011 he was assigned a special rank – Lieutenant-General of Justice.
On June 11, 2011, by the decree of the President of the Russian Federation Dmitry Medvedev, Valery Vassilievich Kozhokar was appointed Deputy Minister of Internal Affairs of the Russian Federation.
On June 16, 2012, by the decree of the President of the Russian Federation Vladimir Putin, Valery Vassilievich Kozhokar was appointed Assistant to the Minister of Internal Affairs of the Russian Federation with the assignment of a special rank – Lieutenant-General of the Police.
Since July 2017 – the Chief of the All-Russian Research Institute of the Ministry of Internal Affairs of Russia.
He is married and has two children.
Colonel of the Police Klapotsky, Evgeny Fedorovich, head of the Federal Budgetary Institution “Main Center for Administrative, Economic and Transport Support of the Ministry of Internal Affairs of the Russian Federation”, was born on July 29, 1967 in the village of Zapolye, Belynichsky District, Mogilev Region.
In 1991 he graduated from the Kamyshinskoye Higher Military Construction Command School with a degree in “Commander of Construction of Buildings and Structures”, in 1997 he graduated from the Military Academy of Logistics and Transport with a degree in “Commanding and Staff Operational and Tactical Activity in the Rear”.
Since 1991 he served in the internal troops of the Ministry of Internal Affairs of Russia. From March 16, 2005 to May 16, 2007, he accomplished service and combat missions in the territory of the Chechen Republic.
From 2010 to 2020, he served in the Federal Budgetary Institution “Central District Department of Material and Technical Support of the MIA of Russia”. He worked his way up from an engineer-inspector to the Deputy Chief of the institution.
Since August 2020, he has been acting chief of the Federal Budgetary Institution “Main Center for Administrative, Economic and Transport Support of the Ministry of Internal Affairs of the Russian Federation”.
On June 1, 2021, by the order of the Ministry of Internal Affairs of Russia dated 01.06.2021 No. 457 l/s, he was appointed to the position of Chief of the of the Federal Budgetary Institution “Main Center for Administrative, Economic and Transport Support of the Ministry of Internal Affairs of the Russian Federation”.
He was awarded departmental awards and is a participant in hostilities.
