До вылета в Грецию необходимо заполнить специальную анкету – Passenger Locator Form (PLF) – на правительственном сайте https://travel.gov.gr и получить уникальный QR-код.

Корректно заполненная форма PLF с QR-кодом считается обязательным условием въезда в страну во всех въездных пунктах страны. Актуальные правила въезда в Грецию смотрите по ссылке.
Заполнить анкету можно в любое время перед вылетом, но мы рекомендуем оформлять PLF заранее, чтобы избежать возможных технических накладок. Письмо-подтверждение с QR-кодом должно прийти на e-mail сразу же после того, как форма заполнена.

Чтобы заполнить PLF, на сайте https://travel.gov.gr/ нужно нажать на кнопку Start Here и зарегистрироваться.
Для регистрации укажите корректный e-mail и придумайте пароль, содержащий не менее 6 символов.
После этого на почту, указанную при регистрации, придёт письмо. Чтобы подтвердить e-mail и активировать аккаунт, нужно перейти по длинной ссылке.
В личном кабинете выберите опцию New PLF и отметьте все «галочки»: что вы ознакомлены с протоколом для въезжающих в Грецию, готовы предоставить корректную и достоверную информацию и подтверждаете, что на семью будет заполнена одна форма.
Выберите вид транспорта, которым вы воспользуетесь для въезда в Грецию: наземный (Ground), воздушный (Aircraft), круизный лайнер (Cruise Ship) или паром (Ferry Ship).
Если вы прилетаете на самолёте, необходимо указать название авиакомпании, номер рейса, дату и аэропорт прибытия. Если рейс частный (private flight) или если перелёт со стыковкой (connection flight), отметьте это в соответствующей строчке.

Permanent Address – адрес вашего постоянного проживания в России. Выберите страну, регион, город, укажите почтовый индекс, название улицы, номер дома. Если в течение 14 дней до вылета вы побывали в другой стране, в том числе в случае транзита, укажите это в соответствующей графе (по желанию).
Temporary Address – адрес размещения в течение 14 дней после въезда в Грецию: страна, город, почтовый индекс, название отеля или круизного лайнера, улица. Если ваш маршрут включает несколько мест проживания, необходимо заполнить информацию по каждому объекту размещения.
Укажите контакты человека, с которым можно связаться в экстренных случаях: фамилия, имя, страна, город, мобильный телефон и e-mail.
Если вы путешествуете c семьёй, добавьте информацию о каждом члене семьи. Если в одиночку или с компаньоном, нажмите Continue, чтобы завершить заполнение анкеты или добавить данные компаньона.
Сразу же после того, как вы заполните PLF, на почту, указанную при регистрации, придёт письмо-подтверждение об успешном заполнении формы.
Если вы обнаружили, что допустили ошибки при заполнении формы, в личном кабинете есть возможность исправить данные. Чтобы перейти к редактированию, в разделе My Dashboard нажмите на значок-карандаш.
Важно: рекомендуем убедиться в том, что все данные введены корректно, и добавлены все участники поездки и члены семьи.
Письмо-подтверждение с QR-кодом приходит на e-mail сразу же после того, как форма заполнена. К письму будет прикреплён документ в формате PDF – его нужно будет сохранить в электронном виде или распечатать для предъявления по прибытии в Грецию.

Connecting flight: Meaning and Definitions | Useful information for passengers
In short, a connecting flight is one that requires passengers to change from one aircraft to another at a hub airport on the way to their final destination. The following paragraphs explain in greater detail what connecting flights are.
Why do connecting flights exist in the first place
Connecting flights facilitate air travel. They allow us to reach literary any point on the world’s map. A significant part of the flights served daily are part of networks similar to the public transport networks you find in a typical city. For example, if you want to get to work from your home, you may need to change a few buses. Similarly, If you need to get to some city around the world, you may need to change flights.
Frequently used terms related to connecting flights
Stopover
Stopover literally means “ a break in a journey”. Applied to connecting flights, stopover relates to the connecting point (the airport where you change flights). A connecting flight has at least 1 stopover. Complex itineraries may consist of multiple stopovers (for example if you hold a round the world ticket).
As per an alternative read, stopover is a break in a journey of over 24 hours. Anything less than that is referred to layover.
Layover vs Stopover
Layover literally means “ a period of waiting before a further stage in a journey”. Often layover and stopover are used as synonyms, but it is important to note the hue. Layover relates to time and stopover relates to place. For example a connecting flight with a layover of 4 hours at Heathrow airport means that you have at your disposal 4 hours to switch flights.
As some sources suggest, layover is a stopover, shorter than 24 hours. While it may sound confusing, both terms are practically identical.
Long layover
Literally, long layover means that you have plenty of time to spend at the connection airport. Anything above 4 hours is generally considered a long layover. Many reservation systems indicate “long layover” with a special tag, so that you are aware. Some long layovers are also overnight layovers, which practically means you have to spend the night at the connecting airport.
Number of connections
Minimum connection time
Minimum connection time refers to the minimum time necessary for passengers and their baggage to transfer between flights. Minimum connection time is defined by the airport authorities and the airlines serving the particular airport and can vary depending on the specifics of the flight connection. For example the minimum connection time for a domestic transfer is usually shorter compared to the time needed for transfer to an international flight. Generally, an airline is not allowed to sell you tickets with a connection time shorter than the minimum connection time.
Short connection
A short connection is a connection, which has a connection time close to the minimum connection time. For example, if the minimum connection time for your connection is 45 minutes, and you have in total of 55 minutes to transfer, it means that you have a short connection.
Hub is referred to an airport, specialized in serving transit passengers. Hubs are the home bases of large airlines such as British Airways, Qatar Airways, Lufthansa. These airports are designed in a way facilitating connecting flights. Famous hubs are London Heathrow, Doha Hamad, Dubai International, Frankfurt International.
Airside connection
Airside literally means the side of an airport beyond the customs and passport control, also known as transit area. If you are connecting airside at a given airport, it means that you don’t formally enter the country (no passport control) and you move only within the transit area of the terminal. An airside connection can happen within different terminals of the same airport, where passengers are transported by internal buses or trains. If the transit process involves passing through immigration, baggage collection and customs, it is referred to as landside connection.
Transit visa
Transit visa allows its holder to travel through a given country on the way to another country. Transit visas allow short term stay (usually 24 hours) and are necessary for nationals of certain countries for landside connections. Some countries such as Australia require transit visas even if you do short airside connections.
Missed connection
Missed connection refers to an event that prevented a passenger from catching their connecting ​flight. In most cases missed connections are caused by late arrival of preceeding flights.
Transfer passenger
Transfer passenger is someone who has a layover (stopover) between the origin and final destination and then board a connecting flight with the same or different airline. Often «transit passenger» is used as a synonym of «transfer passenger». It is useful to mention that as per official definition of some airlines, «transit passengers are such that board a connecting flight with the same flight number.
Feeder airline
Feeder airlines (also known as commuter airlines) transport passengers from local destinations to hubs. Very often feeder airlines operate codeshare flights in partnership with large carriers.
Codeshare flight
When an airline operates a flight in partnership with other airlines we have a codeshare flight. For example an Austrian Airlines flight from Vienna to Zagreb is operated in partnership with Croatia Airlines and is assigned both Austrian Airlines and Croatian Airlines flight numbers. Passengers of both carriers can board the flight, which facilitates their connecting flight networks.
Self connect
«Self connect» refers to a combination of connecting flights booked separately. The operating carriers regard self connect passengers as point-to-pont ticket holders. More information regarding self conenct is available in the following article.
What is a Connecting Flight?
When a flight itinerary requires a traveler to change planes, taking two or more flights to get from the departure city to the destination, the flights are called connecting flights.
Do I need to go through security for a connecting flight?
The answer here depends a great deal on your itinerary. For connecting domestic flights, you almost never have to exit and reenter security, though there are some exceptions at airports where the terminals aren’t all connected.В
For domestic-to-international connection, it’s still pretty rare that you have to exit and reenter security, even if you’re changing terminals. Most (but again, not all) airports connect international terminals airside.
When you’re connecting from an international flight to a domestic one, you’ll always have to exit and reenter security as you’ll need to go through customs and immigration (unless you have gone through preclearance aboard, which is rare).В
Will a connecting flight wait for passengers?
Not usually. In some rare cases, if you’re traveling with a big group that happens to be a large portion of the connecting flight’s passengers, an airline may choose to hold a flight for the incoming group—and in fact United is testing a program that would help them determine when to do so—but don’t count on it.
What happens if I miss my connecting flight?
This again depends on your itinerary. If you’ve booked the flights on a single itinerary and the first flight is delayed, the airline will put you on the next available flight.
If you’re traveling on two different itineraries (meaning you booked two flights through two different systems) and a delay in your first flight causes you to miss the second, that’s more problematic. The second airline has no knowledge of your first flight—to them, you’re simply someone who didn’t show up. They may accommodate you with a seat on the next available flight, and they may not. In that case, you’ll need to book another ticket.
What’s the minimum time for connecting flights? Is one hour long enough?
This varies quite a bit by airport and the type of connection (domestic or international) you’re trying to make. If the airport layout requires passengers to exit one terminal and enter another between flights (often the case with international connections), that may mean going through security a second time—which may take a while. If you’re traveling on two different itineraries, you’ll need to allow for additional time to go through baggage claim (if you’re checking a bag) and security between flights.
In most cases, one hour should be enough for a domestic-to-domestic connection or a domestic-to-international, but check the airport’s website for a minimum suggested time to allow for a connection. If you’re connecting from an international flight to a domestic one, however, you could need a few hours, as we’ll explain below.В
Do I have to go through US customs for a connecting flight?
When you’re traveling internationally, you will need to go through border control/immigration and customs at some point, usually your first point of entry in that country. So, if you’re traveling to the United States from another country, you’ll have to collect your bags, go through customs and immigration, and re-check your bags before heading to your connecting flight, which may be in another terminal.
What is the difference between a layover and connecting flight?
While these terms are often used interchangeably, they are not the same thing. A layover is the time you spend at the airport between two flights. A connecting flight is the next flight in your itinerary that you’re waiting at the airport to take.
Do I have to recheck my luggage with connecting flights?
If you’re traveling internationally to the US, you’ll need to collect your baggage upon your first entry in the US, and go through customs and passport control. You’ll then re-check your bags before continuing through the airport for your connecting flight (you won’t have to pay to re-check them for the domestic legs if you had a free international checked bag allowance or if you already had to pay for your checked bag internationally).
If you’re traveling domestically or internationally on a single itinerary, your bags will typically be checked through to your final destination. If you’ve booked the flights separately though, you’ll need to collect your bags after the first flight and recheck them.В
Do I need a boarding pass for a connecting flight?
Yes. You’ll probably get all boarding passes at once when you check in for your first flight, whether you check in online, on your smartphone, or at the airport. For some international itineraries though, the airline will direct you to get your second boarding pass on your layover.В
Can I skip my connecting flight?
Technically, yes, but if you skip a flight on a multi-flight itinerary, any subsequent flights on your itinerary will be canceled—including your return flights.В

International flight passengers to Greece must fill PLF prior to check-in
All passengers of international flights to Greece will be obliged to fill the Passenger Locator Form (PLF) prior to their check-in, Greece’s Civil Aviation Authority (CAA) said in an air safety notice (notam) issued on Saturday, June 27, 2020.
The mandatory completion of the PLF by all passengers of international flights to Greece goes into effect as of today, June 27 and is valid until Monday, August 31, 2020.
“All travelers are required to complete their PLF at least 48 hours before their check-in and provide information about the departure airport, their address, time of stay in Greece and other details as specified with the form, ” CAA said in its statement.
“The passenger identification form (PLF) is a key element in Greece’s planning aiming to protect citizens and prevent the spread of the COVID-19 pandemic,” the CAA said.
The Notam is released ahead of the opening of all Greek regional airports on July 1, 2020.
*** I’ve received several complains the the PLF doesn’t function properly (see comments sections below). We have informed authorities – but there is nothing more WE can do Stand 27. June 2020.

PS KTG understands that the mandatory PLF 48 hours prior to check-in aims to identify flight passengers arriving transit thorough “safe” countries but their first departure airport was in a not-safe country. Do not write down false data. Authorities could cross-check with your internet IP…

Hi Andreaa, I have the same problem (traveling from Amsterdam) and I think it is because we have to do it 48 hours in advance, which for me at least it’s already too late. For you, yesterday at 10:45 (when you commented this), you might have been on time if you arrive after 11:00 tomorrow.
Not sure what to do now. If I do it at the airport, it says I’ll risk a fine which I totally accept but I have to know for sure that I can still enter the country.

I just got a call from a Greek friend( Greek citizen) that have been living in Norway for a while, and he just arrived in Greece. He didn’t recieve any information about this form in advance, and they demanded 1000 Norwegian kroner in fine ( around 100 usd) because he didnt fill out the papers!

I’m supposed to catch a ferry on the 2nd of July and according to the form I should show the cabin number but this will available only when I’ll convert the booking with the real ticket at the port. So how can I inform the authorities 48 hours before departure?
I had identified this same issue. We are not given cabin numbers until the Reception Desk on board. Has your ferry company picked up on this and given instructions?
I will embark the ferry from Ancona on 3th of July, but how do I get a cabin number by now… typical greek chaos already pissin’ me off yet again….
Someone has to push the ferry companies to communicate with the Greek authorities, urgently. Maybe we try using the Reservation Confirmation Number, and see if the system will generate the essential QR Code?

The form itself is a bit confusing. Any insight? I am not sure what they mean where it says “Please check if there is an internal connection flight.” I would think we list our originating flight first, connecting flight second. But the way the form is set up, asking for airport of entry in Greece in the first section, perhaps it is the other way around? Thank you!
You have identified several excellent points. The people responsible for translating this form into English are responsible for the many wording problems that exist on this form. (1) Please check this box if you have any internal connection flights. What? What is meant by the word internal? Internal to what? Why wasn’t the question. “Tick this box if you had any connection flights”. My understanding of internal is will one be transitting thru the main airports on mainland Greece to other airports within Greece (on the islands for example). (2) Somewhere else on the form it asks if you have been to lived or transited thru other locations apart from Greece and from the other airport you travelled from. The question is stated as OPTIONAL! Why? If it’s optional, I don’t need to respond to it. If the authorities are truly interested in determining where people have been in the past 14 days, why does the form have this question as OPTIONAL? It makes no sense.
We wanted to fil in the form, but it only accepts up to 4 numbers as the flight number. As ours is Tuifly with airline code X3 plus four additional numbers it also will not accept that.

And what do they mean with ‘only include age if younger than 18’? If you don’t enter an age, the system won’t accept your input …
I guess the correct form is “only include MEMBER if younger than 18” (?)… Perhaps all the adults should fill de PLF for themselves
I completed the form choosing land arrival by car. I submitted age for each member of family by adding age after last name. Example: Maria, wife, 36 years old or Alex, son 7 years old. Completed form and got email response. Now i am waiting for a qr code, I understand that this is not instant.

As with others, trying to input valid post code for our house in Corfu and it gets rejected – suspect this must be a general problem if others are also reporting this for differing codes

Just completed the form with the help of a friend. The post code section now is working after submitting the form you get a no reply email saying they will be in touch later with more details.

I am traveling on august 14th i submited PLF few times because travel agendy advise me to do it because i did notrecieved confirmation e-mail. Still till today noconfirmation e-mail. What should i do?
If this form is the best Greece can do, then I suggest keeping the borders closed for tourism. Open it only for Greek citizens and legal residents to return to Greece or travel to other destinations. Anything else will be a big mess, and the return of Covid-19 across Greece.

I am trying to input my Wizz Air flight number but it doesn’t accept it as it requires minimum 2 letter but all Wizz Air flights start with “W” and then numbers. How can we contact the admins to let them now?

So I filled out the form. Added my 3 children as family travel companions. Although it would not let me enter their ages differently. It changed them all the same. Not sure if I only fill in the one form or am I suppose to fill one in for each.

Temporary location is the address where you will be staying during your stay in Greece.
If you need the post code of the address and its not shown on your booking, i used https://worldpostalcode.com/greece/ionian-islands/corfu for my trip to Corfu which was code 49083. If your road is not listed either, just use the town name again – it worked for me.

Really? How we will get it? I had to complete the form for my mother, she’s 73 yo. How older people, not technology used, do?
If we are a family of 4 (2 adults and 2 children) do we have to fill 4 forms? Or how is with children? Thanks

I printed off the confirmation email with details regarding the plf document, I have noticed that there is only my husbands name and passport number at the bottom of the email even though I put both our names and passport details on the form. Do I need to apply again in my name only this time although the website states only one application per household

I’m the same – 2 adults and 2 children. I filled in a form for me, then added my husband on the end. Made one for my son then added my daughter. is that ok or do I need to fill in 4 forms in their entirety? Thanks

Also be aware that whatever you insert in the family members “age” field (which in case of more than one member, automatically assigns the same!) is also automatically assigned in the previous page (emergency contact Information) in the field “City”. Somebody did a very sloppy job coding a simple form and it is two days before the borders open.
Some ferry routes from Italy take 25-30 hours. Is the 48 requirement from time of departure or time of arrival as port of disembarkation in Greece?

I have filled the form and got a thank you message but there was not any QR code. What does it mean? How do I get that QR code to show it at the airport?
I tried to submit the form again, and at least now I received a “Confirmation of PLF submission to travel.gov.gr” to my email.
I hope I will get a QR soon.
BTW, they fixed some bugs already have been mentioned here.
For all of you that had problems and asked for help, could you tell me how can I contact the responsible institutions in order to solve my problem filling the form. An email or phone number?
apparently you only have to have one form with children on but hubby oct over 18 must do there own including you and other adults on theres under travel comp.
