Some odd behavior of Win 8.1 (32 bit) system. When trying to run PC Settings (immersive control panel) it appears for a second and minimizes. It logs an error event that Windows.Launch contract failed to start the app. The XML detailed view shows the following:
I simply replaced computer name with XXXXXXXX. Searching for this error code (even as hexa FFFFFFFF8027025B) didn’t help. I guess someone has come across this at some point in time, would love to find out if this can be solved.

Is there a safe Microsoft download site for downloading such files? I do not have another machine running 32 bit win 8.1, so I don’t have a safe source for this dll.
FWIW I just checked on mine using this Powershell pipeline
and it looks like there have been no updates for that one. Previously we found a way to make use of updates to do some repairs.
Then the next idea I have thought about before but haven’t yet tested is using the WIM, e.g. expanding it and listing what it contains. If the problem module is base level, as this one appears to be, we could hope that you might find it in that.
(Do a Ctrl-F Find for WIM on that page to see what I apparently used once on that tack for «proof of concept».)
I’ll just leave this as an FYI and try to do a more complete test with your specific module later.

Event 5961 for Microsoft-Windows-Immersive-Shell is mostly caused by incorrect permissions, I suggest you refer to this link to check the permissions for related file system and registry.

After reading the suggested article I checked my file system permissions and all the paths i.e. «Program Files», «Windows» or «Users\Administrator\AppData\Local\Microsoft\Windows\WER» all had the required permissions. Just wanted to add that this system was updated from WinXP Pro.
And I fixed the HKLM\SAM to have read permission for ALL APPLI.
Open an elevated command prompt, copy and paste the command below, and press Enter to re-register the PC settings
Please let us know if it works, if you have a restore point, another choice is that we can return the PC to a previous state at which everything is functioning fine (please note that you will lose some recent settings)

There is a typo in the suggestion but there was enough of a hint in it and in your error message for you to have found the correct syntax in a blog post which is one of the most common references for this symptom

However the hint may be clear to experts like yourself, but not to me. «An invalid manifest name was passed to this function» is not really a hint, actually a clear hint would be «No valid manifest name was passed. » That would give me an indication that something is missing. In any case thanks again.
As it happens I tried running
but PC Settings still refuses to launch it seems for two reasons:

So I do wonder what mess I got myself into with Windows 8.1.

Trying to run SystemSettings.exe as administrator ended up informing me the winlangdb.dll is missing. Wow, nice going updating the system from 8 to 8.1 by dropping a few files on the way. winlangdb.dll.mui does exist however.
