For Ukraine COC, it’s important to have Ukrainian Language certificate, if you do not have that, we can help you to apply for a langauage course ( 6-8 moths durtion). after the course you can sit for an exam.

What are the present required documents for a 2nd mate or 3rd Engineer?
The requirements are that you will have more than 18 months experience on seagoing vessels.

Надо сделать upgrade CEC: есть UK CEC OOW Engineering, срок действия закончился в 2011м; хочу поменять на 2nd Eng. Кто-то обновлял с повышением? Получается, доки и условия выдачи теже, что и при просто обновлении без повышения? Английский сдавать не надо, надеюсь.
И др.вопрос, связанный с этим, Астраханский МАП. Первый CEC сделан к питерскому диплому, а сейчас диплом астраханский. Кто-нить имеет опыт получения CECа на основании астраханских корок? 
Они там, в мапе, вообще, в состоянии будут ответить на запрос MCA? Сколько времени заняла вся процедура?
Не получилось дозвониться сегодня до дипломно-пасп.отдела, буду пробовать в понед. Ток потом буду звонить в МСА.

В компаниях, где работал последние 4 года, нет судов под британским флагом, им это не надо.
Последний год-полтора часто предложения от офшорных контор (эхо рассылки 2008-09гг) приходят, которые хотят, чтоб было, а не оформлять. Даж такие, как Subservpro с британскими ставками для нас, не станет ничо делать, пока в ней не отработаешь раз, а без какой-то бумажки она уже однозначно отсекает, несмотря на острою нехватку. и находит кого-то.

Согласно прописанных правил на сайте MCA, для старшего ком.состава надо сдавать UKLAP, в т.ч. при продлении с повышением, при просто продлении в след.раз уже не надо.

PROCEDURE FOR APPLYING FOR BRITISH CEC

To make a CEC application please submit the following documents by post (cannot accept an email application, unless emergency assistance is required due to injury or death onboard a vessel):

Please ensure that copies of the certificate, and STCW ’95 endorsement page, are both submitted. In addition, any GMDSS certificate and its respective endorsement, as well as tanker endorsements should also be included if they are required.

Ukraine as one of the approved Maritime certification country has in the resent time provides easy Online verification of Ukrainian certificate of competency and others.
The Online verification of Ukrainian certificate of competency comes after the 2010 Manila convention. This includes all other marine documents issued in Ukraine, such as tanker endorsement, NTZ certificates, etc.

В этой статье мы рассмотрим разницу между контейнером отправителя (Shipper Owned Container, SOC контейнер) и контейнером перевозчика (Carrier Owned Container, COC контейнер).
Смысл, исходя из определения, довольно понятен. SOC контейнер – находится в собственности отправителя товара, COC контейнер – принадлежит перевозчику. Но разница в двух понятиях существеннее, чем это может показаться.

Таким образом, контейнер считается в собственности перевозчика, если для транспортировки груза его предоставляет не фактический отправитель.
В собственности перевозчика находится большинство контейнеров и они чаще всего используются в перевозках. Например, когда крупные торговые или промышленные центры являются местами отправления и назначения. В таких регионах перевозчики консолидируют большие объемы порожних контейнеров. Это означает, что отправитель не столкнется с дефицитом оборудования, а получатель сможет быстро сдать пустой контейнер. Также покупка контейнера не всегда экономически оправдана.
Обычно, отправитель приобретает SOC контейнер в собственность для реализации крупных проектов. К примеру, при объемном контракте на поставку оборудования или сырья для одного покупателя. В такой ситуации получатель может не иметь возможности сразу разместить всю прибывшую партию. Или оперативно запустить товар в процесс производства. Если отправитель будет использовать COC контейнер, то получатель может столкнуться с дополнительными расходами. Самые очевидные – штрафы за сверхнормативное хранение и использование (demurrage and detention) контейнера.
Также возможна ситуация, когда заранее понятно, что груз будет требовать длительного хранения после прибытия. В таком случае, экономически целесообразнее купить и потом продать контейнер, чем платить линии за использование.
