Electronic Toll Collection Systems

Drom Fun

Electronic Toll Colection System WTF?!

Collection electronic toll collection system что это

The Russian Federation has joined other countries in charging for the road infrastructure using an electronic toll system based on a modern satellite technology. On 15 November 2015, they introduced the Platon toll system intended for collecting tolls for using federal roads by vehicles weighing over 12 tons.

The toll system charges over 50,000 km of roads across the Russian Federation. The toll system uses approximately 2 million On-Board Units (OBUs).
In addition to using OBUs for electronic toll collection, toll payment in the form of tickets is also available for drivers on transit routes. Compliance with the toll payment obligation is checked by almost 500 control gantries.

In designing the electronic toll system solution for the Russian Federation, SkyToll utilised the experience gained in designing, developing and operating the electronic toll system in the Slovak Republic.

Though there was an incomparably greater range of fees, the main issues related to electronic tolls and operational processes were met thanks to many years of experience.

SkyToll, as the project consultant, developed an electronic toll strategy and a methodology for measuring and evaluating the system quality

The services provided included design of business processes within the electronic toll system, their architecture, revision of system requirements as well as functional specifications and a design for the toll system development.

A pilot project using satellite technology for charging fees in Moscow’s developed, urban areas was implemented by SkyToll in only 14 days. Forty kilometres of roads were charged in total.

The advances made in recent years have been remarkable. For example, today 60 trucks produce the same amount of exhaust as one single truck from 1988. Clean and efficient means of transport have become the standard.

We too, want to revolutionize the roads – Now. With automatic, continuous toll recognition – no stops and fewer emissions. With a toll collection service that can be easily updated via an over the air interface – and with the ability to add additional toll areas at any time. With a transparent overview of costs, effective contract management and a single device – our On Board Unit.

So that the mobility of tomorrow becomes part of everyday life.

YOUR SMART COMPANION THROUGH EUROPE – THE ON BOARD UNIT.

Our OBU brings the future onto the road. Placed inside the driver’s cab, this smart EETS box offers you everything you’ll need for driving across Europe. The EETS platform helps you keep track of your toll expenses, leaving you to concentrate on what matters most: a clear invoice.

The features of our on board unit:

TOLL4EUROPE CONNECTS ROADS, PEOPLE AND IDEAS.

Thanks to EETS, service partners only need to sign one contract with Toll4Europe, covering all different toll areas and services in Europe.

A revolution. Because up until now, it was necessary to have numerous contracts with international companies, toll chargers and service providers that claim or invoice for HGV tolls – a time-intensive procedure tying up resources.

The new principle, on the other hand, is very simple: one contract, one invoice, for the use of all booked toll services.

A vital part of this simplification is our specially developed, user-friendly OBU software and modular EETS platform for a range of toll and mobility services. It is based on decades of expertise in the area of complex European toll technology. Experience that leads to outstanding quality.

Our technology has been designed for you, seamlessly integrating different toll technologies, i.e. satellite-based toll technology (Germany and Belgium) and thanks to the newly integrated DSRC combi-module with full coverage of the standard in France, Spain, Portugal and Austria as well as the Italian standard. Thus, our application can be used anywhere right away.

Toll payment methods

Information about payments of the Prepaid Toll or the Postpaid Toll

Prepaid Toll Payments

A. Information about Prepaid Toll payments required for the registration and signing of Contracts

Under the Prepaid Toll mode the Toll may be paid:

The approximate amount of Toll can be calculated using the Toll Calculator.

The minimum amount of a one-off Prepaid Toll payment in cash is €50 including VAT. The minimum balance of the Prepaid Toll is €12 including VAT.

B. Information about Prepaid Toll payments during Contracts validity

If the amount of Prepaid Toll is equal to or lower than the required minimum balance of Prepaid Toll, the On-Board Unit indicates this limit to the Vehicle Driver. Following the light and acoustic signalling that can be switched off as described in the Service Manual, the Vehicle Driver is obliged to visit the nearest Contact or Distribution Point and prepay the Toll or leave the Specified Roads Sections. Otherwise, after using up the Prepaid Toll the On-Board Unit will be blocked.

If unused Toll is refunded in cash, only an amount not exceeding €100 is refunded. If the amount of unused Toll exceeds €100, it is refunded in total exclusively to the Vehicle Operator’s bank account.

Unused Prepaid Toll paid by a Fleet Card will be refunded by the Toll Collection Administrator exclusively to the Vehicle Operator’s bank account.

If the amount of prepaid toll is equal to or lower than the required minimum balance of Prepaid Toll, the On-Board Unit indicates, according to the On-Board Unit Service Manual, reaching this limit to the Vehicle Operator and/or Vehicle Driver. Following such indication, the Vehicle Operator and/or Driver is obliged to visit the nearest Contact or Distribution Point and prepay the Toll or leave the Specified Road Sections.

If it is found at the control of the Prepaid Toll balance that the Vehicle Operator and/or Driver have not paid the appropriate Toll, a supplementary Toll will be levied. If it is not possible to find out the actual distance driven by the vehicle on the Specified Road Sections, the Toll is calculated from the distance of 650km and the appropriate rate.
Any potential overpayment of the Toll paid will be refunded by the Toll Collection Administrator in the same way in which the Toll was paid. If the Toll was paid by a combination of several payment methods, the Toll Collection Administrator is entitled to choose the manner of overpayment refunding. Bank fees relating to overpayment refunding are borne by the Vehicle Operator. Only the overpayment not exceeding €100 is refunded in cash.
If the Vehicle Operator pays the Prepaid Toll but an incorrect On-Board Unit Setting incurs an arrear on the Toll, the Vehicle Operator is obliged to pay the arrear without delay.

Postpaid Toll Payments

Under the Postpaid Toll mode (based on an invoice) it is possible to choose how to pay the Toll from the following methods:
a) By bank transfer directly to the Toll Collection Administrator’s Account.
b) By means of Fleet Card Issuers.
c) At Contact Points using a bank card, Fleet Card or in cash.

Читайте также:  что делает управляющий отелем

If the invoice is paid by means of Fleet Cards Issuers, the Toll Collection Administrator sends the invoice to the Vehicle Operator, which is for information only and is not paid by the Vehicle Operator.

If the Toll (invoice) is paid by bank transfer, the Vehicle Operator is obliged to identify the payment by a variable symbol and a specific symbol stated on the invoice being paid. If the Toll is paid by bank transfer from abroad, or if it is not possible to enter the variable and specific symbols, the Vehicle Operator is obliged to state both symbols in the note to the banking transmission in the following form: VS:XXXXXXXXXX; SS:YYYYYYYYYY. The invoice will also include the invoice due date, which is usually 14 calendar days.

The Toll payment must be credited to the System Operator’s account on the due date of individual invoices at the latest.

If failing to pay the Toll and/or other liabilities within 3 calendar days from their due date, the System Operator is entitled to block all the On-Board Units of the Vehicle Operator as being late in paying Toll and other liabilities, and every blocked On-Board Unit indicates the blocked status (according to the On-Board Unit Service Manual) to the Vehicle Operator and/or Driver.

Within the scope of receivables enforcement, along with sending a second reminder the receivable is paid from the guarantee provided by the Vehicle Operator in the form of a Bank Guarantee or in another manner when signing the Contract on the Use of Specified Road Sections.

Any potential overpayments of the Toll paid will be included in the following invoicing period. If the Vehicle Operator wants the refund for the overpayment for the invoice for Toll before the end of the following invoicing period, they must request it by filing a written Request for Money Refunding delivered to the System Operator. If requiring the overpayment refund via bank transfer, the overpayment will be paid to the Vehicle Operator’s bank account stated in the Contract on the Use of Specified Road Sections.
If the Vehicle Operator pays the Toll under the Postpaid Toll mode, the Toll Collection Administrator proceeds at the toll arrear charging according to the General Business Terms and Conditions.

If a Toll overpayment results from the incorrect setting of the On-Board Unit, the Vehicle Operator shall request its refund in compliance with the General Business Terms and Conditions of the Toll Collection Administrator.

Detailed information on the data and documents needed for registration may be obtained in General Business Terms and Conditions of the Toll Collection Administrator and the System Operator.
